For buyers in India, Europe and other international markets purchasing from UK suppliers.
Regis provides commercial inspection observations within an agreed scope. It does not issue a PSIC or replace any statutory certificate, Customs requirement or laboratory test.
Metal Scrap Inspection in the UK
Regis Inspection Ltd supports Indian importers and international buyers purchasing metallic waste and scrap from UK suppliers. An agreed inspection can document visible condition, apparent grade, mixed material, contamination, packaging, quantity evidence and loading activity before purchase or shipment.
Ferrous Scrap Inspection
Visual checks can record the apparent type and presentation of ferrous scrap, visible condition, mixed grades, contamination and other characteristics identified in the buyer’s agreed checklist.
Non-Ferrous Scrap Inspection
For non-ferrous scrap, the inspector can document visible material categories, segregation, presentation, contamination and available quantity or weight evidence. Visual observations do not establish chemical composition.
HMS Scrap Inspection
HMS scrap inspection can record the apparent presentation of heavy melting steel scrap, visible oversized or non-conforming items, mixed material and loading condition against the agreed specification.
Aluminium Scrap Inspection
Aluminium scrap checks can document the apparent material type, visible contamination, mixed grades, packaging and the condition of the consignment presented at the inspection location.
Copper Scrap Inspection
Copper scrap inspection can record visible category and presentation, apparent segregation, contamination and quantity evidence. Any composition or laboratory testing must be specified separately and carried out by an appropriately equipped specialist.
Visual Grade, Quality and Quantity Checks
The inspector records whether the goods presented appear consistent with the agreed commercial description. Reports may include visible grade mix, condition, contamination, impurities, packaging, markings, available weight records, photographs and other agreed evidence.
A visual inspection is not a laboratory analysis, chemical composition test, statutory certificate or guarantee of the entire consignment. Sampling, weighing and testing methods must be agreed in advance and may require independent specialist involvement.
Loading and Container Evidence
Where requested, Regis can document the goods before and during loading, container identification, visible container condition, loading sequence, sealing activity and seal numbers where accessible. Photographs and notes provide a record of what was observed at the agreed time and location.
Radiation and Specialist Testing
Where radiation screening or other specialist testing forms part of the agreed brief, Regis can discuss coordination with an appropriately equipped independent third-party specialist. The specialist is responsible for its equipment, test method, calibration information and test findings.
Regis reports the evidence available within its agreed commercial inspection scope. A commercial inspection report is not a DGFT Pre-Shipment Inspection Certificate (PSIC).
PSIC Requirements and UK-Origin Metallic Scrap
DGFT Public Notice No. 35/2026-27 dated 21 October 2026 sets out conditional PSIC exemption provisions for eligible metallic waste and scrap imported from designated safe countries or regions, including the UK. The exemption is subject to supplier certification, entry through specified sea ports and mandatory checks; trans-shipment through a designated safe country does not qualify.
Regis Inspection Ltd is not a DGFT-recognised Pre-Shipment Inspection Agency and does not issue, certify or guarantee a PSIC. Where a PSIC is required, the importer or exporter must arrange it through a DGFT-recognised PSIA.
